The tickets showed up after I created a user account and logged in on the user account. Even though I wasn't going to manipulate tickets with the root account I thought they would show up in the summary banner and QueueView.
Yes, normally. But in your case it looks like the root account isn't in the users group (default: root account is in any group). -=> Then the user can't see the tickets ...
