With ADSIEdit connected to the domain naming context, right-click the relevant domain name and choose Properties from the context menu. Again, select the Security tab and add read access to the otrs query user , in my scenario otrsadmin is the user granted to search in context.
 
If this solves your problem we can further work on the customer issue..

I also found out that we cannot log into the customer side of OTRS.  Looks like an issue with LDAP, but I can’t figure out what.

this error message does indicate that the login credentials are wrong that are used for the bind to the LDAP.
Check your LDAP configuration in Config.pm or Sysconfi again and try to use the same credentials in another tool maybe ...
