There are two ticket backends. Database (default) and filesystem (see: http://doc.otrs.org/1.1/html/performance-tuning.html -> TicketStorageModule). DB: Table article_attachment. FS: $OTRS_HOME/var/article/$Year/$Day/$ArticleID/
