Clicking on 'Close', at least in version 1.3.2, will close the ticket with an internal note which won't be sent to customer. Instead, choose to compose answer (templates are on the right side of Ticket View screen), and then when you write your answer just select next state of the ticket to be closed successfull (or closed unsucessful).
