[otrs] How to change the mail character encoding from iso-8859-1 to Windows-1251?

Hi, I've changed the default character encoding to Windows-1251, but when I receive an email from the otrs system it is with the standard iso mail encoding. If someone knows how this can be changed it will be much appreciated. Cheers :)
