Nick,
You need to login as the user in "faq" or "faq_admin" group to have
permission to add articles in the FAQ.
That's how I get mine working....

I've installed OTRS 2.2.5 recently, including the FAQ module. After adding users to the "faq" and "faq_admin" groups, and putting in my FAQ information upon clicking submit, this error is generated:

Indeed, the Category dropdown box is empty (no selectable options); however I cannot locate anywhere within OTRS where I can create new categories. Nor have I been able to locate in any OTRS documentation where this function should even be located.
So, my main question is this: Where am I supposed to be able to go to create categories?
