Hi Nick,
If you click on the FAQ button you should get some new buttons on top
of
the screen. Mine starts out (from left to right) with logout,
explorer,
new article and so on. If you click on the button 'category' you
should
see the FAQ category screen. Here you can add a new categories and
manage existing categories....

Thanks for the feedback, however I am logged in as a user in the
faq_admin group that has all permissions.
In an experement, I removed all permissions from the faq_admin group
from my user and tried to post another FAQ entry, and still receive
the
error "Error: Need CategoryID!", indicating that the problem is not
permissions; but rather that no Category was selected.
As I described in my OP, no category was selected, because the
category
dropdown box is empty, and I cannot locate within OTRS any place to
add
categories.
So, my original question remains: Where do I add categories?

Indeed, the Category dropdown box is empty (no selectable
options);
    however I cannot locate anywhere within OTRS where I can
create

    categories. Nor have I been able to locate in any OTRS
documentation
    where this function should even be located.
So, my main question is this: Where am I supposed to be able

    create categories?
