No i cannot find it in the dashoard parameters.

Open the Options field on the Dashboard, is Heise News listed there?
 
Mine works on OTRS 2.4.7.

I also add it in the begginig of Kernel/config.pm

But nothing change in the dashboard :(

I added it to the beginning of the config.pm file and this worked fine for me. The news Ticker then works ok.
