OTRS 2.2.4 downloaded as a tar.gz with Microsoft IIS version 5.0.

I tried with the OTRS 2.2.4 with the windows installer and copied the directory over and got exactly the same result (tried to login to index.pl and got redirected back to index.pl with a login prompt).
