[otrs] Move Message using Raw Text

      I'd like to be able to use the GenericAgent to filter spam coming from
Russia (we're getting flooded). The easy way is to check the message
encoding. But, as far as I can tell, the message is decoded before all
tests.

Is there a way to test the raw message or another technique?
