So there are no recommended steps for doing a "patch" upgrade, as the OP has
already mentioned.

Basically these are just patches and therefor just file replacements. But anyway, you should read the UPGRADING and CHANGES carefully before upgrading to the next version.
So actually, the UPGRADING file on the 2.4 platform does not specify that you can skip the database upgrade section when installing a patch level upgrade.
