I figured out that on my system (Mac OS X SL) the path where SOAP:Lite is installed is not in the INC path that is used when installing packages.
Perl itself does know the path and even the lovely otrs.checkModules script does find it but not the PackageManager as it seems.
My workaround that works for me: set a symlink called SOAP in the path that is known by the packagemanager, actually where your other modules are installed, and point that symlink to the SOAP directory where your Lite.pm for SOAP is saved.
