the UPGRADING file on 2.4.x (I only looked on 2.4.9) does contain this
passage though:

So there are no recommended steps for doing a "patch" upgrade, as the OP has
already mentioned.

So actually, the UPGRADING file on the 2.4 platform does not specify
that you can skip the database upgrade section when installing a patch
level upgrade. From 3.0 on the UPGRADING now indicates which steps you
should skip when performing a patch level upgrade.
