I'm testing OTRS in the same environment and went fine when changing 10 to 2 in the following line of crontab.txt:
*/10 * * * * D:/OTRS/Perl/bin/perl.exe D:/OTRS/otrs/bin/PostMasterPOP3.pl
You find crontab.txt in the root of your CRONw folder

I am using the current version of Otrs on windows server 2003 and I was
wondering if there is any way to modify the code or change the setting to
receives and shows the new tickets from the pop3 mail server? I am hosting
all the services my self.
