[otrs] Web error

I'm getting a web error, and I can't figure out what it means or how to fix it. "Redirection limit for this url exceeded. unable to load the requested page. This may be caused by cookies that are blocked." I'm guessing that this is a problem in apache, but I'm not positive. I get it when I try to log into the system, otherwise it seems like I can get to index.pl and installer.pl fine. Although I don't need to get to installer.pl. I just tried playing with installer.pl, and I can't even delete/create the database. It seems like there might be more going on than I think. Oh, this is for the otrs 2 beta 4.
