Found the problem. I was creating agents by adding them to the role. A role was associated with a group. This worked for being able to work with the tickets. However, they did not show up in the search options or in the change owner options. I went to the group settings and set them there an now they show up in both places.
If you consider this a bug, as I do, let me know and I will open one. I am running OTRS 2.0b2 with Debian Sarge.
