Sorry for not having recognized you're talking about a 1.1.3 installation. An upgrade to 1.2.2 will certainly solve the error of not being able to open the attachements from within OTRS. Please note, that when using the otrs4win32 installer, you must follow the UPGRADE file thoroughly.
