Well, I don't know WHAT I did differently, but now it works. I have spotted a couple of places where "To:" refers to addressee instead of queue, not sure how one would differentiate the two.

Specifically I would like to change the label for the queue pulldown on new tickets as it seems to confuse users.
I'm seeking to change the label from "To:" to "Site:" or "Location:" Changing all occurences of teh word "To" could make things worse rather than better.
