Sorry, this is a bug! :-/ I fixed it in 1.0.x CVS.

-=> Now each agent can select the default dictionary in perference in perferences.

I added the following to Kernel/Config/Defaults.pm

[...]
    $Self->{SpellChecker} = 'ispell';
    $Self->{SpellCheckerDictDefault} = 'english';
    $Self->{SpellCheckerDict} = {
        # installed dict => frontend
        'english' => 'English',
        'deutsch' => 'Deutsch',
    };
[...]
