I hacked core to get correct accounting of billable and un-billable time as well as actions taken.

I used notes for it but, I'm not satisfied with hacking the core instead of extending it (overwrite of core functions needed i.e. in Ticket.pm). When I find a proper way to do it I will share the code. ;)
