set the agent's preference to the wanted language. The admin must configure language specific templates (signature and others) on some different places (at least at 1.2, which we still run in production). Some in webfrontend, some in config.pm. if I remember right, I had to make some additions to the language file (translation table), too.
Unfortunatly I've found no way so far the change the answer language temporarily (for one answer) without changing the preference setting. (And logout/login? Not sure in that.)
One part was not intended to be multiligual in 1.2, but I could not find my mail addressing this to the list and Martin's reply in my archiv, so you could have a look in the list archiv.
For example, how do you configure OTRS to enable an agent to response to emails written in Spanish?
