Yea, as default. 

To change it use:

Kernel/Config.pm
[...] 
    # articles on harddisk 
    $Self->{TicketStorageModule} = 'Kernel::System::Ticket::ArticleStorageFS';
    # loop protection of auto responses on harddisk
    $Self->{LoopProtectionModule} = 'Kernel::System::PostMaster::LoopProtection::FS';
