I strongly recommend to not use the Debian package but install from scratch on Debian. The following link may help you: http://doc.otrs.org/2.4/en/html/x531.html
You can also try to install the otrs package from testing: http://packages.debian.org/squeeze/otrs2, it's up to date. That's usually not a big problem for webapps and you gain the benefits of the debian package management. Yours Karsten
