I've come across this issued upon trying to install that on my WAMP environment. That's because the default OTRS log mode is "SysLog", which would fine if it was a LAMP system.
 
You should add the following lines to you Config.pm
 

# ---------------------------------------------------- #

# fs root directory

# ---------------------------------------------------- #

$Self->{'LogModule::LogFile'} = 'C:\otrs\otrs.log';

$Self->{'LogModule'} = 'Kernel::System::Log::File';

That will change this default behavior. That should work, or at least yield some other kind of error! :P
 
At the time I couldn't use the provided installer package, because I already had both Apache and MySQL running on my server.
