Don't know on the first one as I don't use ticket types, I only have the one "default" type.

For the second: to change the "To:" text to completely custom values you will need to uncheck the "CustomerPanelSelectionString" option and check the "CustomerPanelOwnSelection" option under Ticket -> Frontend::Customer::Ticket::ViewNew. Then you can define the keys/content under "CustomerPanelOwnSelection" for user selection, "key" being the queue name, "content" being the text presented to the user.
