Hi,
You don´t realy need to know where it is, just type in your console the following 'vi /etc/my.cnf' and thean type 'i' and write the line in the config file. Now close and write the file with ':wq'
Or you can do the following cd /etc to go to that dir. Than vi or nano my.cnf

max_allowed_packet=20M
in [mysqld] section.
Then restart mysql
