
Unfortunately the Windows installer currently suffers of a broken PPM
(and a broken cpan module as well). Please see this bug report:
http://bugs.otrs.org/show_bug.cgi?id=3789
A workaround is included in the report.
Also, in OTRS v 2.3.3 and up, Mail::POP3Client and IO::Socket::SSL are
used for POP3S and NOT Net::POP3::SSLWrapper. This is not (yet)
updated in otrs.checkModules. See bug 3790:
http://bugs.otrs.org/show_bug.cgi?id=3790
So you could install those two modules after you've fixed PPM as per bug 3789.

You can use the "ppm" (Programmer's Package Manager) tool to install missing modules.
ppm can be run by typing ppm in a command prompt window. To install
the Net::POP3::SSLWrapper module type
install Net::POP3::SSLWrapper
