In otrs 3.0.9 i believe in Core::Ticket there was a item that disabled these fields, but I think it was removed, I will disable then in the dtl files.

You can use SysAdmin GUI in admin area/module. You have to search for Agent or Customer criteria to disable/enable components on each User agent or Customer page/modules.
