First, note that the minimum version that has any support for bug fixes or security fixes is 3.3, and the upgrade path is 3.0.x->3.1.latest->3.2.latest->3.3.latest->4.0.latest->5.0.latest.

Second, Agents will only see queues where the Agent<->Group matches the Queue's group.
