I do have notification turned on, and you're saying that the lock-state of the ticket should not affect notifications (meaning I should still get follow-up notifications even though the tickets lock themselves)? So maybe since I'm not getting notifications points to a local problem. I assume OTRS keeps a log of the things it tries to do.
