Does the user receive mails from OTRS at all, ie. is the used email address correct? Do other users receive notifications? What does the log say at the time a ticket is created (default: syslog, Win32: var/log/otrs.log)? What does your SMTP server's log say? Is the language used by the user among the list defined in $Self{DefaultUsedLanguages} (in Config.pm)?
