[otrs] Single network only setup?

Hi, I would like to use OTRS only for trouble ticketing on our network, so users could report their problems. What services of OTRS should I stop, mail-server? I just want them to login and fill out form on the website, no emailing. Should I create users in MySQL or customer login page? Thank you Emil
