So it looks like if there is an
embedded or linked image in the HTML email, OTRS strips it out and displays the
rest of the email as plain-text and attaches any inline images.

It’s supposed to be automatic. Fro me, most emails are shown
in HTML. But some are still shown as text, with the HTML as a file attachment.
So there’s some issues with HTML still.
Try sending emails from different sources. Maybe it doesn’t
like the HTML you’re sending it.

I’m sure this is really easy and I am just missing it

I am having trouble finding an option to view tickets in
HTML format in OTRS. Everything is being converted to text and I would like it
be HTML (for formatting, inline images, styles, etc…). I was under the
impression that 2.4.4 allowed this.
Will keep browsing the manual.
