Thanks for your answer at first. I am using the Owner menu which is under People Menu. I cleared cache and rebuilt config after upgrade. 

On the other hand, i can update ticket owner from responsible menu.

Any ideas?

I have upgraded from OTRS 4.0.13 to 5.0.16. When i try to update the owner from owner menu, i couldn't find any place to select owner. Everything seems true in SysConfig. The screenshot is attached.
