I'm having similar problems. I used the RPM to install OTRS, on RH8 using Apache 2. Here is the error I get from the first perl command you listed: [Wed Oct 22 06:39:10 2003] Generic.pm: Malformed UTF-8 character (1 byte, need 3, after start byte 0xe7) at /opt/otrs/bin/cgi-bin/../../Kernel/Output/HTML/Generic.pm line 686. [Wed Oct 22 06:39:10 2003] Generic.pm: Malformed UTF-8 character (unexpected continuation byte 0xa7, with no preceding start byte) at /opt/otrs/bin/cgi-bin/../../Kernel/Output/HTML/Generic.pm line 719. /opt/otrs/bin/cgi-bin/index.pl syntax OK
Try to remove line 686 of /home/otrs/Kernel/Output/HTML/Generic.pm. It's fixed in OTRS 1.2-CVS tree.
I've been trying to make perl or Mod_perl work, with no luck. I even compiled Apache 1.3.28 and still haven't gotten it to work either.
There are sufficient RPMs containint mod_perl and Apache 1/2 out there - use these. Or do not use mod_perl, as explained here (watchout, line wraps!): http://doc.otrs.org/1.1/html/install-cli.html#INSTALL-CLI-WEBSERVER
I have set up 1.3 from source before on Sun machines, but I don't seem to know what is going on with RH Linux.
Sun = Sun is Unix Not ;-) - at least it's not Linux. As a general guideline, I'd say, you stick to the rpms before going to compile anything, and for sure you should keep your system up-to-date prior to installing. This would involve fixes and patches available for all server components involved: Database, Webserver, Mail Server. This is usually done via package upgrades. But if you built the system from scratch using as less RPMs as you can, and by compiling by hand as much as you could, you're stuck to manual upgrades. Following the above, you should be able to install OTRS without compiling anything.

Which way did you install OTRS? Which Apache version do you use, 1.3 or 2.0?
Try to point your browser to http://localhost/otrs/installer.pl - same errors?
What do these say? perl -cw /opt/otrs/bin/cgi-bin/index.pl perl -cw /opt/otrs/bin/cgi-bin/installer.pl
What does Apache's error_log say, found in /var/log/httpd/error_log or /var/log/www/error_log or /var/log/apache/error_log or similar.
