Strange. For me, it's enabled by default and it gives me basic information
like a user that logged in and things like that.
I don't know if there is a place to enable it. Maybe some one here knows
about it :-)

In the Admin-Area, I select System Log is shows no information. Is there an option to enable?
It shows colums headers. [ System Log ]

I just enabled Performance Log and I can with information with no problems.
