We're running OTRS on Linux - we actually move the directories to a loopback BTRFS filesystem, one mount point per year. BTRFS supports compression - we save approx 50% of the space, plus a large numbers of inodes.

We run this process yearly, for all the tickets of year (current year - 2), which are usually not touched any more anyways.
