I think that it works as aspected. Note can be added by anyone (there is
either a dedicated permission per user on a queue). To change ownership you
should use http://xxx/otrs/index.pl?Action=*AgentTicketOwner*&TicketID=2974
( a link in detail view of a ticket named "owner" [en/us])

Hi all. I have a problem. When someone inserts a note, the owner doesnt change. I cant find an option that changes the owner when writing a note, any suggestions will be welcome.
