What do you mean crontab? Is the crontab the same folder below Opt/Otrs/Var/Cron ?
I configured the Generic_Agent_Database:
# start generic agent every 10 minutes */10 * * * * $HOME/bin/otrs.GenericAgent.pl -c db >> /dev/null
And put the Generic_Agent inactive.
