Is there something else I need to setup ? afaik (still running 1.2 ;-) ) Kernel/Config/Defaults.pm contains the defaults (and samples for all possible settings) and should never be changed, as the note in the beginning of the file reads.
Your actual configured settings should be located in Kernel/Config.pm
