Files except for */etc/resolv.conf* must be owned by the effective userid running the program or they won't be read.
I'm wondering if the user "otrs" doesn't own files it needs.

first of all verify if selinux is active with:
root@localhost > getenforce
than try something like if it return enforced (if this return permissive or
disabled is not a selinux issue)
root@localhost > dmesg | audit2why -d

SELinux Troubleshooter is RHEL utility not OTRS so you have to logon to
your RHEL server (not remotely) and then go into the menu System ->
Administration.
