I had to change:

SetHandler perl-script PerlHandler Apache::Registry Options ExecCGI PerlSendHeader On PerlSetupEnv On </Location>

To:

AllowOverride All SetHandler perl-script PerlResponseHandler ModPerl::Registry PerlOptions +ParseHeaders Options +ExecCGI +FollowSymlinks </Location>

TO get it to work with Fedora Core 2 using the tar.gz package and Dag Wiers RPM.
