new tickets created with AgentTicketPhone or AgentTicketEmail

Hi there!! why new tickets created with AgentTicketPhone or AgentTicketEmail do not generate a new email for the customer with the TicketID?? Is this the normal behavior or can i modify it trough the sysconfig area? Thanks in advance!
