the ‘Owner’ drop-down, we have to click on the refresh arrow to get the list to fully populate. Is there a way to make this so it just always lists everybody? We are only about 15 strong. You will initially see all agents for which they have chosen the current queue as one of their "My Queues". By default, if I recall correctly, if you don't choose an owner, the owner is the submitter of the ticket.

For Type, it would just be ‘Default’. Which basically means the same as if you didn't choose a type.

For ‘From Queue’, is there a way to make this default to the queue of which the agent signed in is a member? No, because agents are not members of queues. Agents are members of (potentially multiple) groups. A queue is a member of exactly one group, though multiple queues can be members of the same group. There is no practical way to do as you request for this.
