I don't know how much people are needed to translate the whole manual, but I would like to help if anyone start this "project".

Your wish is our command. ;-) We just created the otrs-de@otrs.org Mailinglist. The prefered mailinglist will be otrs@otrs.org because it is a great plattform. But for all who don't feel to comfortable with english the otrs-de@otrs.org mailinglist is the better choice.
