Require "Customer ID" on a New E-mail or Phone Ticket

Hello all, I'm wondering if there's a way to make "CustomerID" a mandatory requirement before saving/creating a new ticket. I've searched and found that some people have had the same question, however I haven't been able to find the answer. Any help would be appreciated...Thanks! Regards, Tim Seeman
