Can't post Attachments to email replies

Hello there! I can't seem to post attachments to email replies... When I hit the attachments button nothing appears to happen. I can receive attachments just fine. I logged in to the OTRS demo system and its doing the same thing. I've tried from a few different PC and still no luck. I am running OTRS 2.0.4 on a windows system. Do I have to enable attachments somewhere and I just missed it?? My attachment button (next to spell check) also does nothing. I assumed that
that one is for attachment stored on the server.
You should have a Browse and Attach button near the bottom.
Click Browse, select your attachment and the click Attach to upload it into
your ticket.
