I don't think I want to create my own theme, but I want to add something
to the OTRS link at the top of the page. I'm not sure what page to
edit. Please let me know if you need more information.

The 'Creating own themes' chapter tells you the Standard theme is located in Kernel/Output/HTML/Standard. You can edit these files. I believe the file names are pretty self explanatory. Nils Breunese.
