Alerting admin by email when error appears
Has OTRS got posibility to notify Administrator on occured error? Something like an error occured and OTRS sends email to administrator with log about it ?

Yes but this emails are related with OTRS's scripts errors launched by CRON. There might be other errors not ivolved with CRON. Something that will inform about all critical errors.
You might write a perl module that parses the logfile of OTRS periodicaly and sends out a message if an error occures.
