I have a queue called 'Bilgi Islem' that belongs to group 'bilgiislem'. I have a user called 'erol' and I gave just 'ro' privilidge to that user for the group 'bilgiislem'. Thats all and that user still can change the owner and priorities of the tickets that belong to queue 'Bilgi-Islem'

Then something is not configured properly because a user with 'ro' cannot do either of the things you mentioned. Can you give more details about the setup?

What group(s) is the user a member of? What permissions does the user have in each of his group(s)? List your queues and the group that each queue belongs to (only groups that the member belongs to).
